The Director of the National Science Foundation (NSF) and the National Science Board have asked the National Academy of Public Administration (Academy) to verify the NSF`s use of Cooperation Agreements (CAs) to support the development, construction, commissioning and future operation of leading research organizations. In concrete terms, the Academy has been requested: the Foundation`s Grants and Agreements Department (DGA) and the Department of Contracts, Policy and Supervision (CPO) are the main responsible for planning, tendering, issuing negotiations and managing FN aid bonuses and other agency assistance agreements. The General Counsel office assists the DGA and the CPO on legal issues related to these agreements, NSF guidelines and procedures, as well as applicable federal law, directives and procedures. Scholarships, contracts and co-operative agreementsSources available on this website: The Academy has assembled a panel of five Fellows and a panel member, recommended by NSF, with extensive federal experience, leadership and university teaching and knowledge of financial management, acquisition management, risk management, project management , surrender mechanisms and scientific studies, as well as experience or familiarity with NSF and other federal scientific agencies that promote research. The college led a six-person study team, which conducted the review on the basis of a structured methodology, continuous instructions. NSF is a changing agency. As an exemplary agency for the promotion of basic research, the agency is evaluating the benefits of scientific research, following the Gold Standard in Merit Review, often referred to as the Gold Standard in Merit Review, which is in the midst of a culture shift that is moving towards a more management focus on research project management. , to increase logical management rigour and ensure the proper management of federal funds. The panel welcomed the NSF`s considerable efforts to improve oversight of major facility projects.
The Agency`s efforts to improve accountability are not being worked on and appear to be moving in the right direction. Overall, the college found that CAS are the appropriate mechanism to support the development of large-scale research institutions. The mechanism is designed specifically to allow substantial participation by the federal authority. The main success factor for this type of project is the discipline of project management – and the rigour of audit processes – as well as the ability and ability of qualified individuals to fulfill and follow project management responsibilities. The analysis of the panel comparison agencies provides lessons and identifies practices that can be taken up by the NSF. In addition, the group identified issues related to the governance of NFs and NSBs, both in terms of structure and practices, and presented a number of proposals to strengthen agency management practices. The body`s recommendations are intended to support the NSF and NSB`s commitment to improving core practices and the NSF`s primary objective of ensuring the integrity of the program and good governance of key research organizations. The Academy was asked to focus on the NSF`s largest C.A.
of $100 million or more for major project construction projects under the Major Research Equipment and Facilities Construction account and to address the two issues identified in the OIG audits and the concerns raised at congressional oversight hearings.
